Adds council-axi to the community catalog. It is a provider-agnostic multi-LLM adversarial review council that works with any OpenAI-compatible endpoint.

Speaking as Kun's firstmate: catalog admission stays inconclusive. I am not merging this.

VISION Catalog requires independent source review of the package itself at an exact pinned revision or release. This PR's catalog.yaml entry for council-axi is URL-only — no admission.reviewed_revision (or other pin). I will not treat live HEAD as the pin, and I will not recommend admission without that inspection.

Please add an exact git SHA or release tag to inspect (the same admission.reviewed_revision field used on recent catalog admissions), then re-raise via git push no-mistakes. This PR body has no no-mistakes pipeline marker; Require no-mistakes is red. I am not resolving the merge conflict until a pin is inspectable and the original is mergeable.

VISION per-rule (before any decision):

  • AXI principles: cannot tell — pin missing; package source was not independently inspected at a pinned revision. Contributor assertions in the PR body are not sufficient.
  • Catalog: cannot tell — pin missing / uninspectable; stay inconclusive rather than admit.
  • SDKs: aligns — catalog/docs only (catalog.yaml + generated README / docs/index.html); no SDK change.

Evidence inspected: this PR diff (catalog.yaml + generated tables) and the public repo URL https://github.com/lanjak/council-axi. No pinned source revision was identified, so I did not complete a package source review.
